We are seeking an experienced Business Financial Analyst to join our healthcare consulting practice. The role is fully remote within the US, with infrequent travel to client locations for onboarding and training. What you'll do
- Use advanced qualitative and quantitative methods to analyze the effectiveness and efficiency of LREPL operations, programs, and financial processes.
- Extract and analyze data from enterprise systems (e.g., FLS, NESSS, FSMS, IBM COGNOS, CWD) to identify areas for improvement, risk, overdue/deferred projects, required maintenance, milestone status, and financial accuracy.
- Monitor and track projects, create/maintain project records, and modify enterprise IT systems to collect, analyze, and report on Hull, Machinery, and Electrical (HM&E) maintenance, repairs, and costs.
- Conduct formal and informal reviews to assess project and program accomplishment, milestone achievement, and financial compliance.
- Provide input for strategic planning, including participation in Acquisition Team meetings, analysis of contract growth, unplanned maintenance costs, and identification of trends for specific equipment or platforms.
- Prepare and present monthly, quarterly, and annual metrics, lessons learned, and analytical reports for management and stakeholder review.
- Maintain and update the 5-year planned maintenance availability schedule, process schedule change requests, and integrate input from PDM, Engineering, and operational commanders.
- Analyze contracts, procurements, and projects to identify optimal funding levels and provide input to LREPL’s Affordable Readiness Budget.
- Analyze and report on the impact of current and future budgets on vessel availability, maintenance schedules, and mission planning, including the effect of budget reductions.
- Develop reports in response to programmatic and financial data calls (e.g., Quarterly Deferred Maintenance, Maintenance Costs per Op Hour, planned/unplanned requirements list).
- Ensure LREPL financial accounts are accurately reflected in enterprise financial systems, maintaining accountability for single and multi-year funding.
- Prepare, reconcile, and analyze weekly, monthly, quarterly, and annual financial reports, ensuring fiscal accounts are balanced and discrepancies are researched and resolved.
- Maintain spreadsheets comparing FLS & FSMS ledgers, research open commitments, and provide corrective action recommendations.
- Research and analyze open commitments, TNYOPs, and open obligations (OOVA), providing validation, corrective actions, and outreach to stakeholders.
- Reconcile prior year Operating Expenses (OE) and Procurement, Construction and Improvements (PC&I) accounts, supporting the LREPL finance team and quarterly Pipeline certification.
- Generate and analyze reports from FLS, COGNOS, and other systems to ensure annual funding needs are accurately captured and recorded in the Affordable Readiness Budget.
- Support fiscal year close-out activities, including document research, commitment validation, and response to ad hoc and planned programmatic and financial queries.
Qualifications
- A bachelor’s degree in a related field is strongly desired.
- Support naval engineering business processes, utilizing Coast Guard enterprise IT systems to complete assigned tasks. These systems include Fleet Logistics System (FLS), Financial System Modernization Solution (FSMS), Contract Workbook Database (CWD), Naval & Electronics Supply Support System (NESSS), and IBM COGNOS.
- Shall have at least 7 years of experience utilizing Microsoft Office applications-including PowerPoint, Word, Excel, Project, Office 365 Suite, and Teams-for comprehensive data analysis and reporting. Proficiency with advanced Excel features such as pivot tables and complex formulas is required.
- Possess effective written and verbal communication skills and demonstrate fluency in the English language.
- Shall have a minimum of 7 years of experience in analytics and problem-solving, with a proven ability to synthesize complex data and develop actionable recommendations.
- It is preferred that the contracted employee be familiar with USCG Surface Forces Logistics Center (SFLC) LREPL organizational business process and possess an understanding of USCG enterprise information technology systems necessary to perform all tasks. These systems include but are not limited to FLS, NESSS, FSMS, IBM COGNOS, CWD.
