Brief Job Description:
The Financial Analyst (FA) III will perform advanced (senior-level) financial analysis and financial management tasks. Work involves administering financial processes and systems, reviewing, analyzing, and evaluating financial data. The FA III will serve as a financial analyst, performing work that promotes effective financial practices and continuous improvement of financial activities throughout the agency. Provides guidance regarding grants administration related to indirect cost rates, fiscal policies and procedures, and related state and Federal laws and regulations, including applicable federal cost principles (2 CFR Part 200). Compiles, analyzes, and evaluates financial data; prepares reports and responds to inquiries, and recommends appropriate action to resolve financial issues. Develops, assesses, and maintains Health and Human Services (HHS) fiscal policies and procedures related to the assessment and implementation of indirect cost rates. Reviews and updates indirect cost rate policies, processes, procedures, and practices to ensure compliance with HHS, state, and federal requirements. Utilizes financial systems and technology tools, including Microsoft Excel, Word, PowerPoint, SharePoint, and agency financial management systems, to analyze data, review indirect cost rate proposals, and prepare financial documentation and reports. Communicates on a complex level to provide, exchange, or verify information; answer inquiries; address issues; and resolve problems or complaints related to indirect cost rate implementation. Initiates and oversees special studies and projects regarding indirect rate management for HHS as requested. Assists in the development of fiscal training curriculum and provides guidance and technical assistance to the agency and grantee staff. Ensures financial analyses, indirect cost rate calculations, and supporting documentation are accurate and well‑documented. Works under minimal supervision with considerable latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs):
Coordinates the development of advanced (senior-level) analysis and review of financial data for the Health and Human Services (HHS) System grantees to evaluate and establish relevant financial ratios. (15%)
Administers the HHS System enterprise indirect cost rate approval process in compliance with applicable federal and state regulations and provides technical assistance to organizations seeking an approved indirect cost rate to recover indirect costs associated with administering grants. (15%)
Follows HHS System financial policies and procedures used by the Indirect Cost Rate Group and external organizations. Assists with implementation plans for instituting any new or modified processes. (15%)
Provides interpretation and guidance regarding financial compliance with applicable state and federal statutes and regulations for the HHS System enterprise staff and external organizations. (15%)
Ensures compliance with established HHS System procedures, and applicable federal and state requirements, laws, and regulations; and ensures the accuracy and completeness of financial data. (15%)
Serves as a project management specialist by initiating, coordinating, and completing indirect cost rate requests and negotiations in a manner that promotes efficient, effective fiscal practices and continuous improvement within the Indirect Cost Rate Group. (10%)
Assists in the development of training related to federal funding and indirect cost rates and provides technical assistance to the agency and HHS grantees. (10%)

Knowledge, Skills, and Abilities (KSAs):
Knowledge of:
- Advanced accounting principles, including generally accepted accounting principles (GAAP), and complex accounting systems, journals, and source documentation required for compliance with contract provisions and state and federal regulations.
- Financial analysis, monitoring, and examination procedures; industry and financial terminology and practices; and statistical and quantitative analysis techniques.
- Knowledge of generally accepted accounting principles (GAAP).
- Knowledge of grant and contract administration, including state and federal grant guidelines (including Texas Grant Management Standards and the federal Uniform Grant Guidance (2 CFR Part 200).
- Cost allocation methodologies and indirect cost rate principles applicable to government and nonprofit entities.
Skills in:
- Skill in computer operations, in applicable software, and in financial systems, databases, data modeling, and financial reporting tools.
- Skill in Microsoft Office products, including advanced proficiency in Excel.
- Analyzing large, complex financial data sets and applying advanced analytical methods.

Initial Screening Criteria:
Education or Experience: Bachelor’s degree in accounting, Finance, Business Administration, Economics, or a closely related field.
Professional Experience: Minimum two years of progressively responsible experience in financial analysis, accounting, or fiscal management, including complex financial data analysis and reporting for public-sector, nonprofit, or grant-funded organizations.
